The new Highway Code – what is the Hierarchy of Road Users?

You might be aware that the new Highway Code came into effect on Saturday.

The major development is the new Hierarchy of Road Users: a new set of principles from which a number of the new rules are derived, and which are intended to protect vulnerable road users. This principle gives priority to road users who are the least protected in a collision, while those with the greatest potential to cause harm are required to take certain actions to minimise the risk to others.
